Navy - NAVSEA - Solder Training Services - MRAS

The U.S. Navy, specifically the Naval Sea Systems Command (NAVSEA), in collaboration with the General Services Administration (GSA), is conducting market research to identify qualified contractors capable of providing solder certification training services. This initiative is aimed at enhancing the skills and certifications of the civilian workforce at Naval Surface Warfare Center (NSWC) Crane. The overarching goal of this contract is to ensure that employees who are involved in soldering tasks meet the necessary standards as outlined by key industry and military guidelines, thereby supporting mission-critical operations within NAVSEA.

The scope of work involves delivering comprehensive solder certification training courses at a contractor-provided facility for NSWC Crane personnel. The contractor will be responsible for offering a range of courses, including but not limited to J-STD-001 Certification and Recertification, IPC-A-600 Certification and Recertification, IPC-A-610 Certification and Recertification, IPC-7711/7721 Certification and Recertification, IPC-/WHMA-620 Certification and Recertification, as well as 2M Miniature and Micro Miniature Electronic Repair Certifications. These courses must adhere to applicable standards such as J-STD-001, NAVSEA SE004-AK-TRS-010/2M, and NSWCCRANEINST 4855.18C Soldering Technologies for Electronic Systems.

Contractors interested in this opportunity must demonstrate their capability to provide high-quality training using Master Instructor-qualified trainers who can deliver both hands-on and lecture-based instruction methods. The ideal contractor will have a proven track record in supporting Department of Defense (DoD) soldering programs with expertise in rework, repair, and production techniques. Additionally, contractors are expected to manage scheduling logistics efficiently by providing an annual training schedule that accommodates government personnel's availability while ensuring timely communication regarding course offerings.
