Description

The U.S. Navy, in collaboration with the General Services Administration (GSA), is conducting a comprehensive feasibility study to address the anticipated personnel expansion at the Naval Surface Warfare Centers (NSWCs) located at Naval Base San Diego. The NSWCs are expected to grow from over 419 personnel to more than 700, necessitating a strategic evaluation of current administrative and office space utilization across 41 separate spaces within 22 buildings. As a key entity for research, development, test, and evaluation in warfare systems, naval architecture, and electronic warfare, the NSWCs require an optimized workspace that fosters seamless collaboration and maximizes productivity.

This project aims to thoroughly analyze the existing facilities and develop actionable solutions for optimizing space usage. The study will evaluate potential renovations or retrofits of current buildings or consider constructing new centralized facilities. Each alternative will be assessed through detailed cost-benefit analyses to determine the most effective path forward. The ultimate goal is to ensure that the Department of the Navy can make informed investment decisions that best support NSWCs' expanding mission at Naval Base San Diego.

The feasibility study will explore two conceptual design options: "Minimal Building Modifications" and "Maximized Interior Remodeling." The first concept focuses on cost-effective changes such as furniture reconfiguration and room repurposing without major construction efforts. In contrast, the second concept involves significant interior renovations for creating a modern, collaborative environment tailored specifically for NSWCs' workflow needs. These options will provide stakeholders with clear comparisons regarding costs, timelines, and benefits.

The final deliverable of this project will include an executive summary of findings and recommendations; summaries from interviews and site investigations; detailed conceptual designs grounded in Basic Facility Requirements (BFRs); technical assessments across various disciplines; economic analysis support; and extensive appendices containing floor plans, meeting minutes, cost estimates, among others. By presenting these comprehensive insights and alternatives, decision-makers can strategically plan for future facility enhancements that align with NSWCs' growth objectives.
