Description

The General Services Administration (GSA), on behalf of the Navy, is conducting market research to identify capable contractors for a comprehensive environmental services contract. The primary goal of this contract is to ensure that Joint Region Marianas (JRM) operations comply with all relevant Federal, U.S. territory, and local environmental statutes and regulations, as well as Department of Defense (DoD) and Navy environmental policies. This initiative underscores the Navy's commitment to maintaining environmentally responsible operations within its installations.

The scope of work for this contract encompasses a wide range of environmental compliance programs. Contractors are expected to deliver services related to clean air, safe drinking water, clean water, hazardous waste management, pollution prevention, oil management, solid waste management, pesticide compliance, Emergency Planning and Community Right-to-Know Act (EPCRA), ozone-depleting substances management, storage tank management, and overall environmental quality assessment. Additionally, the contractor will be responsible for implementing the National Environmental Protection Act (NEPA), managing Environmental Management Systems (EMS), conducting environmental sampling and analysis, and providing comprehensive oversight to ensure compliance with applicable guidelines.

These services will primarily be performed at JRM installations on the island of Guam specifically Marine Corps Base Camp Blaz (MCBCB) and Andersen Air Force Base (AAFB) but may also extend beyond these locations as needed. The contractor's efforts will play a crucial role in supporting JRM's mission by ensuring that all environmental operations adhere to established legal requirements while promoting sustainable practices.
