Navy - Mess Hall Attendant Services - MRAS

The U.S. General Services Administration (GSA), on behalf of the Navy, is conducting market research to gather information on capabilities related to mess hall attendant services at the United States Naval Academy (USNA) in Annapolis, Maryland. The primary objective of this research is to identify contractors capable of fulfilling the dining service needs for the Midshipmen Food Service Division (MFSD) at USNA. This initiative is part of a broader effort to ensure that the Academy can continue to provide high-quality, efficient dining services that meet the nutritional and logistical demands of midshipmen.

The contract work involves providing comprehensive dining room services for MFSD, which serves an average of over 12,000 meals daily. The scope includes maintaining and repairing non-expendable equipment such as dishwashers and garbage disposals located in King Hall Scullery and other associated areas. Additionally, contractors will be responsible for ensuring that all kitchen equipment is operationally ready for meal preparation and service during specified meal hours throughout the week.

King Hall serves as a critical component of daily life at USNA, accommodating up to 4,704 people with meals served in various styles including family style, buffet, or rolling tray depending on the day and occasion. The successful contractor will need to integrate seamlessly with existing operations while adhering strictly to performance standards outlined by government regulations. This includes efficiently managing resources like food storage facilities and cooking equipment such as combi-ovens and steam-jacketed kettles.

In addition to handling high-volume food service operations, the contractor must support MFSD's goal of providing each midshipman with a balanced diet totaling approximately 3,600 calories per day. This involves coordinating with various stakeholders within USNA's organizational structure such as the Midshipmen Supply Department and adhering to directives from senior officers including the Superintendent and Commandant of Midshipmen.
