Subject: Quote Submission Navy Marine Corps Naval Correspondence Training Seminars

The Human Resources and Organizational Management Branch (HROM), is seeking a qualified Service-Disabled Veteran-Owned Small Business (SDVOSB) to deliver instructor-led Effective Navy Marine Corps Naval Correspondence Training Seminars to civilian employees within the Marine Corps National Capital Region (MCNCR). The intent of this training is to reinforce and standardize the preparation and management of official correspondence in accordance with Department of the Navy guidelines.

Please review the instructions below alongside the attached Solicitation and the Performance Work Statement (PWS) to ensure your submission is complete and in full compliance. Please refer to M00264-25-Q-0007-0003 for amendment details.

The pupose of amendment 00003 is to clarify that vendors are required to submit Standard Form (SF) 1149- Conformed Copy as part of their response, and to formally acknowledge receipt of Amendment 00001-0003.

Background
The Human Resources and Organizational Management Branch (HROM) is seeking a qualified Service-Disabled Veteran-Owned Small Business (SDVOSB) to deliver instructor-led Effective Navy – Marine Corps Naval Correspondence Training Seminars to civilian employees within the Marine Corps National Capital Region (MCNCR).

The goal of this training is to reinforce and standardize the preparation and management of official correspondence in accordance with Department of the Navy guidelines.

Work Details
The Contractor shall furnish all labor, materials, supplies, and transportation necessary to deliver comprehensive Naval Correspondence Training seminars. Each training module will cover:
1) Review of the Navy Correspondence Manual (NCM) focusing on formatting, routing, and style conventions;
2) Techniques for reader-centric writing, including plain language and effective writing traits;
3) Application of a four-step writing process for effective communication;
4) Writing strong emails with correct grammar;
5) Correct expression of military dates, time, abbreviations, and applicable privacy laws;
6) Writing and formatting memos, MARADMINs, and letters of instructions;
7) Proficiency in proofreading correspondence.

The training must be strictly educational and delivered in a group format without individualized consulting or follow-up services.

Period of Performance
The contract requires a nine-month base period of performance beginning at the date of award. The anticipated schedule includes seminars on: September 22-23, 2025; September 24-25, 2025; February 9-10, 2026; February 11-12, 2026; April 20-21, 2026; April 22-23, 2026.

Place of Performance
Training will be conducted at designated locations within the Marine Corps National Capital Region including Mann Hall at Marine Corps Base Quantico, VA and the Pentagon in Arlington, VA.
