Description

The General Services Administration (GSA), on behalf of the United States Navy, is conducting market research to identify potential contractors capable of providing essential maintenance services for the Consolidated Area Telephone System (CATS) and Base Telephone Systems (BTS) at various Naval locations in Southern California. This initiative is spearheaded by the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center in San Diego and aims to ensure reliable telecommunication services for approximately 120,000 users across 23 locations. The contract will be a hybrid of Time and Materials (T&M) and Firm Fixed Price (FFP), covering a one-year base period with four additional one-year options.


The contractor selected for this project will be responsible for delivering comprehensive maintenance services that include switch maintenance, cable infrastructure upkeep, installation of new cables, and handling move, add, and change requirements for Private Branch Exchange (PBX) systems. The scope also extends to managing Local Exchange Carrier (LEC) dial tone services and circuit installations within Navy-owned facilities. These services are crucial to maintaining uninterrupted communication capabilities which support both official Navy operations and government-sponsored activities.


To fulfill these requirements, the contractor must provide all necessary personnel, equipment, supplies, transportation, tools, materials, supervision, and other non-personal services as outlined in the Performance Work Statement. The work involves maintaining 16 switches, 12 voicemail systems, two conference bridges; offering software and hardware technical support; providing continuous remote monitoring from a Network Operations Center; employing Avaya certified technicians; managing voice/data service installations; performing disconnects; handling inside wiring tasks; maintaining distribution cables as well as outside plant cable infrastructure.


The contract necessitates enterprise-wide expertise with capabilities such as OSP engineering services and executing MAC tasks while ensuring compliance with security protocols like Government Facilities Clearance. Additionally required are Original Equipment Manufacturer certified technicians with Secret Clearances who can effectively support operations at strategic naval sites including Naval Base San Diego/Naval Station 32nd Street, Naval Air Station North Island among others listed in Attachment A. This effort underscores the Navy's commitment to sustaining mission-critical communication networks across its facilities.
