Description

The General Services Administration (GSA), on behalf of the Navy, is conducting market research to establish a domain-wide leadership development contract for the Center for Seabees and Facilities Engineering (CSFE). The goal of this initiative is to create a more efficient and synergistic approach to leadership training across multiple learning sites. Historically, these sites have conducted individual leadership development activities using Government Purchase Cards (GPC), which has proven inefficient for regularly occurring requirements. By consolidating these efforts into a single Indefinite Delivery/Indefinite Quantity (IDIQ) contract, the Navy aims to streamline processes and ensure compliance while maximizing training effectiveness.

The proposed contract will cover a period from May 1, 2025, to April 30, 2030, and will support six key learning sites: CSFE in Port Hueneme, CA; Civil Engineer Corps Officer School (CECOS) in Port Hueneme, CA; Naval Construction Training Center Port Hueneme in Port Hueneme, CA; Naval Construction Training Center Gulfport in Gulfport, MS; CSFE Detachment Sheppard Air Force Base in Sheppard AFB, TX; and CSFE Detachment Fort Leonard Wood in Fort Leonard Wood, MO. Each site will benefit from this centralized approach by having access to consistent offsite facilitation and non-technical training opportunities tailored to their specific needs.

The contract's baseline requirements include organizing annual leadership development events at each location. Specifically, each site will host one two-day in-person leadership offsite followed by a four-hour virtual follow-up session approximately six months later. These sessions are designed not only to enhance leadership skills but also to foster collaboration among personnel at different locations. By implementing this structured training schedule across all sites under one contract vehicle, the Navy anticipates improved outcomes in leadership development while reducing administrative overhead associated with managing multiple contracts.
