The Military Sealift Command (MSC) is seeking Information Technology Engineering Support Services (ITESS) to assist in providing and sustaining technical solutions for MSC's Command, Control, Communications, and Computers (C4) Department. The support provided through the ITESS contract will include program management, cybersecurity support, change management, enterprise architecture support, and more. The contract will be a Firm Fixed Price Level of Effort (FFP LOE) contract with a base year and four option years. The primary place of performance will be at Naval Station Norfolk and the local contractor facility. The Contractor will be responsible for providing qualified key personnel, including a Program Manager, Systems Engineer, and Information Technology Project Manager. Non-key personnel positions include Quality Assurance Analysts, Technical Writers/Editors, Network Engineers, and more.

The objective of the ITESS contract is to provide technical solutions for MSC's C4 Department in accordance with DOD and DoN requirements. The Contractor will be responsible for developing and maintaining IT systems engineering practices and ensuring the effective design of MSC IT systems throughout their life cycle. Compliance with cybersecurity mandates and continuous life cycle sustainment for deployed systems are also key components of the contract. The Contractor will provide support in areas such as program management, cybersecurity, change management, enterprise architecture, and in-service engineering activity.

The performance standards for the contract include delivering all required deliverables on or before the required due date with no more than one revision per deliverable. The Contractor must also fill vacancies within 30 calendar days with qualified personnel and comply with all DOD and DoN mandates. The Contractor will be subject to periodic government inspections and quality control to ensure compliance with policies and standards. Additionally, the Contractor must adhere to configuration management processes and provide technical data management.
