The General Services Administration (GSA), on behalf of the Navy, is conducting market research to identify capabilities related to Information Technology Governance and Mission Support (ITGMS) for the Military Sealift Command (MSC). The MSC plays a crucial role in providing maritime transportation and logistics support for military operations worldwide. As part of its mission, the MSC's Command, Control, Communications, and Computer Systems Directorate (N6) is tasked with delivering secure C4/Information Technology capabilities essential for both afloat and ashore operations.

The primary objective of this contract is to provide comprehensive IT governance and mission support services to MSC N6 and its stakeholders. This includes ensuring effective IT governance processes that are integral to the lifecycle planning, production, and sustainment of all MSC C4/IT systems. The scope of work encompasses several task areas: Contract Program Management, C4/Information Technology Portfolio Management, Data Management and Data Governance, Financial Management, and Information Management and Organizational Governance. These tasks are designed to ensure that IT investments support the MSC mission efficiently while remaining compliant with relevant policies.

Under Task Area 1 - Contract Program Management, the contractor will be responsible for preparing detailed plans that outline technical approaches, organizational resources, and management controls necessary for executing task orders. A designated Program Manager will serve as a key point of contact with authority to address any issues or concerns from the government side. This role is critical in maintaining communication between the contractor's organization and government representatives to ensure smooth execution throughout the contract period.
