Description: DISTRIBUTION STATEMENT A: Approved for public release, distribution is unlimited (29 SEPTEMBER 2021)
On 19 August 2021, General Dynamics Information Technology (GDIT), Falls Church, Virginia, was awarded a single-award, Indefinite Delivery/Indefinite Quantity, hybrid Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) contract (N0003921D5001) for Navy Enterprise Service Desk (NESD) Service Desk as a Service (SDaaS) across Navy, to support the consolidation of all Tier 1 Information Technology Help Desks and transition them to the Managed Service Provider (MS). As the MSP, GDIT will provide Service Desk services using a knowledge-based solution, employing Artificial Intelligence (AI), Machine Learning (ML), predictive analytics and natural language processing.
The contract includes one (1) one-year Base Period and three (3) one-year Option Periods, which, if all options are exercised, would bring the estimated cumulative value of this contract to $136,502,136.00. If all options are exercised, work could continue through August 2025. Work will be performed primarily in Bossier City, Louisiana (50%) and New Orleans, Louisiana (50%). This procurement is not for Foreign Military Sales.
No contract funds will be obligated on the base IDIQ contract. Contract funds will be obligated on individual task orders. The first task order was issued concurrent with the contract award in order to meet the minimum guarantee of $5,000 per the terms and conditions of the contract. Fiscal 2021 Operations and Maintenance (Navy) funds was used for obligation.
10 U.S.C. 2371b(f)(2) allows for the award of a follow-on production contract or Other Transaction without the use of competitive procedures when competitive procedures are utilized for selection of the parties to the prototype project Other Transaction (OT) and the participants in the transaction successfully completed the prototype project provided for in the Other Transaction. Competitive procedures were followed during the OT phase, and GDIT successfully completed the prototype project. Therefore, this contract is not competitively procured because this is a follow-on production contract following the successful completion of the OT prototype effort.
The Naval Information Warfare Systems Command, San Diego, California, is the contracting activity.
