Navy - ELMR and ESS Support Services - MRAS

The General Services Administration (GSA), on behalf of the United States Navy, is conducting market research to identify potential contractors capable of providing comprehensive engineering, maintenance, and lifecycle management services. This initiative is focused on the Enterprise Land Mobile Radio (ELMR) and Electronic Security Systems (ESS) infrastructure at Joint Region Marianas (JRM), Guam. The primary goal is to ensure the sustained availability, integrity, and modernization of these critical communication and security systems.

The scope of work includes non-personal services that require the contractor to supply all necessary personnel, supervision, and resources needed to maintain these systems effectively. The contractor will be responsible for delivering continuous on-site technical expertise essential for maintaining JRM's mission-critical ELMR and ESS. In addition to routine maintenance tasks, the contractor will also provide high-level systems engineering support aimed at advancing strategic initiatives such as network modernization, Virtual Desktop Infrastructure (VDI) implementation, and migration to enterprise cloud environments.

This effort will take place primarily at government facilities within Joint Region Marianas in Guam. These facilities include Naval Base Guam's IRM J 6 office, Andersen Air Force Base, and Marine Corps Base Camp Blaz. The contract performance period includes a twelve-month base period followed by four twelve-month option periods and an additional six-month extension option that may be exercised at the government's discretion.
