Navy - Development of Bioinformatics Protocols - MRAS

The U.S. General Services Administration (GSA), on behalf of the Navy, is conducting market research to support the U.S. Naval Medical Research Unit (NAMRU) INDO PACIFIC. The goal of this initiative is to enhance the Navy's ability to monitor and characterize emerging and re-emerging infectious diseases that are critical to warfighter health. This effort is part of a broader strategy aimed at developing effective mitigation strategies against potential threats to medical readiness in the Indo-Pacific region.

The contract seeks expertise in bioinformatics, specifically focusing on developing protocols for Next Generation Sequencing (NGS) and agnostic detection of bacterial and viral diseases. The objectives include supporting existing bioinformatic protocols, creating or updating protocols for detecting novel pathogens, and providing training on methods for identifying genetic signatures of both existing and novel pathogens. These activities are integral components of NAMRU INDO PACIFIC's Biosurveillance program, which aims to establish robust surveillance networks capable of identifying emerging pathogens in collaboration with host nation entities.

As part of the scope of work, the contractor will be responsible for providing all necessary personnel, materials, facilities, licenses, and other resources required for conducting research services as outlined in the Performance Work Statement (PWS). This includes coordinating services at two designated training sites while ensuring compliance with local ethical research approvals. The contractor will also play a key role in optimizing Standard Operating Procedures (SOPs) for enhanced detection efficiencies during sample collection and processing.

The contractor must ensure that all research activities adhere to approved study protocols while maintaining open communication with U.S. Government representatives in proficient English. Additionally, they will oversee laboratory staff training related to personal protective equipment usage, sample preparation for sequencing, and specimen handling according to good clinical practices (GCPs). By fulfilling these requirements effectively, the contractor will contribute significantly to NAMRU INDO PACIFIC's mission of safeguarding warfighter health through advanced bioinformatics capabilities.
