Description

The General Services Administration (GSA), on behalf of the Department of Defense (DoD), is conducting market research to identify potential vendors capable of providing specialized training in cybersecurity and information technology. This initiative is aimed at enhancing the skills and competencies of employees at the Naval Surface Warfare Center (NSWC) Crane, ensuring they meet necessary certification and continuing education requirements as part of their employment conditions. The overarching goal is to maintain a highly skilled cybersecurity workforce that can effectively address current and future challenges in this critical area.


The contract seeks vendors who can deliver comprehensive training courses within the specified timeframe, starting from the contract award date up until September 30, 2027. The initial phase requires offering these courses at least once by September 15, 2025, with additional offerings possible as optional extensions through FY26. Training sessions are to be conducted during regular working hours, with specific dates to be coordinated between the vendor and NSWC Crane's Workforce Development Branch.


Vendors must provide detailed biographies and professional credentials for their instructors, who need to be authorized by relevant certification bodies and recognized as subject matter experts actively practicing in their fields. The proposed training includes courses such as Agile Software Engineering and Agile Fundamentals. These courses aim to equip participants with essential skills in Lean-Agile principles, DevOps practices, value-driven development, adaptive planning techniques, continuous feedback mechanisms, and more.


Each course will accommodate between 10 to 20 students per session. If enrollment does not meet the minimum requirement two weeks prior to a scheduled course date, NSWC Crane reserves the right to reschedule or cancel without penalty. Upon completion of each course session, vendors are required to submit invoices within ten business days. This structured approach ensures that NSWC Crane's cybersecurity workforce remains proficient and well-prepared for evolving technological landscapes.
