Description

The U.S. General Services Administration (GSA), on behalf of the Navy, is conducting market research to identify potential contractors capable of providing specialized security services for a sensitive renovation project. This initiative is part of the Operational Test and Evaluation Force's (OPTEVFOR) mission to secure highly sensitive operational testing data by constructing a state-of-the-art Sensitive Compartmented Information Facility (SCIF). The SCIF construction requires strict adherence to Intelligence Community Directive (ICD) 705 standards, ensuring continuous physical and technical security throughout the project's lifecycle.

The work involves supplying Site Security Managers (SSMs) and Construction Surveillance Technicians (CSTs) who will oversee all on-site construction activities. The SSM will act as the principal advisor on construction security matters, executing the Construction Security Plan, managing access control, and documenting processes for accreditation. CSTs are tasked with providing continuous surveillance of construction workers and materials within the SCIF boundary, actively inspecting elements to prevent unauthorized access or introduction of anomalies.

This project is located at OPTEVFOR's facilities in Norfolk, Virginia, specifically behind building CA-10 at 7970 Diven Street. The contractor must ensure that all renovation site security services comply with ICD 705 standards as well as Department of War Special Access Program considerations. Personnel assigned to this project must be eligible for Top Secret/Sensitive Compartmented Information (TS/SCI) clearance due to the sensitive nature of the work involved.
