Description

On behalf of the Navy, the General Services Administration (GSA) is conducting market research to address a proficiency gap identified at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF). This initiative aims to enhance the capabilities of the engineering group in developing Performance Work Statements (PWS), Independent Government Estimates (IGE), and Quality Assurance Surveillance Plans (QASP). The goal is to provide comprehensive training that will enable personnel to draft clear, actionable, and compliant documents in line with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).

The contract requires a non-personal services provider to deliver instructor-led training sessions focused on PWS, IGE, and QASP development. The contractor must supply all necessary resources, including personnel, equipment, tools, and materials. The training will be conducted live and in-person at PSNS or within a 20-mile radius of Bremerton, WA. These workshops are designed for small classes of 20-30 participants to ensure personalized attention. The training program will span one calendar year with three sessions scheduled throughout this period.

The primary objective of this specialized training is to close acquisition proficiency gaps by equipping attendees with essential skills. Participants will learn how to independently author PWSs that comply with legal standards; apply precise acquisition language; formulate defensible cost estimates using Department of Defense methodologies; establish effective surveillance plans; develop comprehensive acquisition packages; and translate technical requirements into clear contract terms. This hands-on instruction aims to mitigate procurement risks by enhancing participants' ability to draft compliant documents that support shipyard operations ranging from complex repairs to routine administrative services.
