Abstract: The Department of Defense (DOD) is migrating to the new Cybersecurity Maturity Model Certification (CMMC) framework in order to assess and enhance the cybersecurity posture of the Defense Industrial Base (DIB) sector. NAVSEA's goal is to comply with DFARS interim rule 2019-D041, Strategic Assessment and Cybersecurity Certification Requirements. The interim rule implements a standard DoD-wide methodology for assessing DOD contractor compliance with all security requirements listed in the National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171, Protecting Controlled Unclassified Information in Nonfederal Information Systems and Organizations and a DOD certification process, known as the CMMC. CMMC measures a company's maturity and institutionalization of cybersecurity practices and processes.

The DFARS interim rule partially implements section 1648 of the FY20 NDAA and implements the CMMC framework, which will assess and enhance the cyber posture of the DIB. The CMMC is intended to serve as a verification mechanism to ensure that DIB companies implement appropriate cybersecurity practices and processes to protect Federal Contract Information (FCI) and CUI within their unclassified networks.

NAVSEA SEA21/CNRMC intends to hold an Industry Day regarding CUI and Cybersecurity for companies engaged in surface ship repair, maintenance, and modernization.

Who should attend? Vendors who sell supplies and/or services that support Navy ship repair, maintenance and modernization for its Chief of Naval Operations (CNO) availabilities. Representatives should be technical experts in surface ship repair, maintenance, and modernization and familiar with the DOD CMMC regulatory policy delineated in DFARS interim rule 2019-D041 (which encompasses DFARS 204.73, 204.75, 212.301, 217.207, 252.204-7019, 252.204-7020, and 252.204-7021).

Industry Day Goals: To provide industry an overview of the CMMC framework in order to achieve greater understanding of CUI and cybersecurity. To achieve this goal, the Government will hold a Question and Answer period industry during the event.

Upon review of the above Industry Day announcement, any questions or comments should be submitted to Mrs. Lee Hutchinson, Procuring Contracting Officer, at diana.l.hutchinson.civ@us.navy.mil, no later 4 October 2021 12:00 AM EST.
