Navigational Bridge Services for Northrop Grumman / Sperry Marine equipment

Background
The Military Sealift Command (MSC) operates a fleet of diverse ships worldwide in support of the United States Armed Forces. The purpose of this requirement is to provide systems and service support and Original Equipment Manufacturer (OEM) parts for MSC vessel's bridge electronic communication equipment, navigation equipment, steering gear, and various safety systems, specifically for OEM Northrop Grumman/Sperry Marine equipment.

This Sources Sought Notice is intended for both small and large business acquisition planning purposes and does not constitute a solicitation or request for proposal.

Work Details
The contractor will be responsible for the following tasks:

1. Notify MSC of any situation that requires data transfer to another facility as designated by MSC.
2. Provide a Parts list referencing model numbers, quantities available, lead times, and prices for OEM replacement parts, updated annually.
3. Ensure all parts provided come with a new parts standard commercial warranty.
4. Clearly mark all shipments in compliance with MIL-STD-129R and DoD 4140.01-M-1 regulations.
5. Identify parts nearing obsolescence and provide lead times and prices for manufacturing discontinued parts according to OEM specifications.
6. Develop a life extension plan for modernization and support of equipment with discontinued parts, identifying modifications or suitable equivalent parts as necessary.
7. Assist MSC with configuration management of hardware and software onboard vessels, ensuring baseline configuration documents are up to date with changes.

Period of Performance
The contract will have a single five (5) year Ordering Period.

Place of Performance
Work will be performed in OEM authorized marine service facilities, shipyards, or onboard vessels in various locations around the world.
