Description

The 10th Contracting Squadron, Directorate of Contracting, United States Air Force Academy (USAFA) Colorado intends to award as a Brand Name/Sole Source commercial contract to Hobsons, Inc. for the Naviance software and web based online student college match and search program. This notice documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-89, effective 15 August 2016.

This software platform can only be purchased from Hobsons, Inc. who is the sole proprietor and owner of the product. Hobsons does not allow third party distributers. Hobsons is a large business located at 50 E. Business way, Suite 300, Cincinnati, OH, 45241. This procurement is for the acquisition of a brand name/sole source commercial item using simplified procedures in accordance with FAR Parts 12 & 13. There is only one responsible source and no other item will satisfy the current USAFA requirement.

The North American Industry Classification System Code (NAICS) is 511210 and the size standard is $38,500,000.

Naviance is a recruiting software platform that allows potential candidates to the Academy to research and establish early communication with Academy recruiters. The unique capability of Naviance is that it is a nationwide program and not a state program that most schools utilize. ` It also allows the Academy to send targeted marketing messages about the Academy to schools in multiple states. Students will be able to share information through this platform with each other as well as establish a relationship with Academy recruiters, therefore allowing continuing dialog in the recruiting process.

REQUIREMENT: License to use Naviance Active Match online application from September 30, 2016 through August 31, 2017. (11 months)

Any offerors believing they can provide the software requirement described above may provide evidence for consideration. Evidence must support the offeror's claim they can provide this brand name. All qualified sources may submit a response, which if received timely, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the government. Responses must be received NLT 10:00 a.m. MDT on 19 September 2016. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated.

5352.201-9101 OMBUDSMAN (APR 2010)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
