Description

This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The Government IS NOT awarding a contract or agreement directly from or as a result of this notification. This notification is solely for the purposes of advising industry of possible future Department of the Navy construction projects that are anticipated to use Other Transaction Authority (OTA). It is anticipated that any future awards of these projects using OTA will include applicable statutes (e.g. Davis-Bacon, Buy American Act, Miller Act, etc.).

The core objective is to deliver high-quality, energy-efficient, and resilient facilities while accelerating delivery timelines and reducing both construction and lifecycle costs. Optimal solutions will be scalable and repeatable modular design and using a construction methodology that achieves increased quality, durability, and lifecycle performance compared to traditional construction. The projects being considered will be required to utilize advanced manufacturing and/or Industrialized Construction (IC) methods.

NAVFAC is posting a Special Notice to notify potential offerors of anticipated construction projects that will utilize an OTA as authorized by 10 USC 2808a to procure new barracks and child development centers (CDCs).

OTA 1: MCB Camp Pendleton, CA (Total ~655,957 Square Feet (SF), 10 Buildings)

  • Four (4) Bachelor Enlisted Quarters (BEQs), each 401 rooms (253,382 SF). Repair By Replacement including demolition of existing.
  • Three (3) BEQs, each 261 rooms (174,470 SF). Repair By Replacement including demolition of existing.
  • Three (3) BEQs, each 361 rooms (228,105 SF). Repair By Replacement including demolition of existing.

OTA 2: MCI East Barracks (Total ~1,723,259 SF, 12 Buildings)

Core Objectives and Requirements for the IC Projects:

  • Advanced Manufacturing & Methodology
    • Methodology Implementation: Utilize explicitly defined advanced manufacturing and IC methodologies (such as volumetric modular, hybrid, and/or Kit of Parts) to deliver high-performing, durable barracks and CDCs.
    • Standardization: Implement a Modular Open Systems Approach (MOSA) architecture with open, standardized interfaces to accelerate future upgrades and minimize long-term lifecycle costs.
  • Compliance & Standards
    • DoD Standards: Deliver barracks that meet or exceed traditional DoD Unified Facility Criteria (UFC) and Whole Building Design Guide (WBDG) standards.
      • All barracks will be 2+0 unless specified in the project list, as referenced in FC 4-721-10N Navy and Marine Corps Unaccompanied Housing, with Change 2 (available via WBDG).
    • Commercial Alternatives: Alternative commercial building methods may be considered only where strictly proven equivalency or superiority is demonstrated regarding:
      • Durability and longevity
      • Life/Safety requirements
      • Force protection
  • Integrated Project Delivery
    • Process Integration: Seamlessly integrate Design, Manufacturing, Assembly, and Onsite Construction activities into a highly streamlined and coordinated project delivery approach.
    • Proven ability to deliver projects of similar size, scope and complexity.
  • Schedule & Cost Control
    • Accelerated Timelines: Significantly reduced design and build timelines compared to traditional commercial construction.
    • Predictability: Greater cost predictability and budget certainty achieved through early vendor engagement, integrated solution development, and standardized, repeatable construction methodologies.
    • Cost Efficiency: Reduced design and construction costs compared to traditional commercial construction methods.
