Description

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to issue a Request for Proposals (RFP) on an unrestricted, full and open competitive basis for the provision of services in support of the Naval Education Training Commands (NETC) N7, in conjunction with Naval Education and Training Professional Development Center (NETPDC). This requirement is for Naval Training Products and Services such as curriculum planning & analysis, maintenance, development, re-engineering, & PC-simulation.

A multiple award, indefinite-delivery/indefinite-quantity (IDIQ) type contract under which cost-plus-fixed-fee (CPFF) and firm-fixed-price (FFP) task orders shall be issued in accordance with FAR Part 16 is anticipated. The contractor Instructional Systems Development (ISD) / Systems Approach to Training (SAT) models to the development and life-cycle maintenance of curricula and media materials.

Requirements under this MAC will consist of Curriculum Development &Maintenance, Curriculum Planning and Analysis, Content Re-engineering, and Program Management and Staff Support. Actions under these areas will include the following:

  • Curriculum Development
    • Requirements under this area will include curriculum development and conversion of training materials for instructor-led training, interactive multimedia instruction, blended training materials, and courseware for delivery using current technologies.
  • Curriculum Maintenance
    • Requirements under this area may include maintenance of training materials due to surveillance actions and internal and external triggers to change, update, and revise curriculum. Using CPM/LO, Salesforce CDS, or other approved content management and development tool, create accessible performance-based blended learning.
  • Curriculum Planning & Analysis
    • Requirements under this area will include but not limited to development of Training Transition Plans, Job Duty Task Analysis, Training needs Analysis, Front End Analysis, Business Case Analysis, Training Project Plans, Evaluation Assessments Plans, and Training Evaluations.
  • Content Re-engineering
    • Requirements under this area will consist of, but not limited to, re-development of training material or simulations following the NETC RRL process and will include the development of higher-end training.
  • Program Management and Staff Support
    • Requirements under this area will include training Program Management and staff support for Navy training programs and organizations for specialized skill sets on a reoccurring or short term basis in response to special projects, emergent requirements, or workforce gaps.

It is anticipated that up to 673,112 hours of services may be required per year.

The contractor will be required to perform necessary non-personal labor and services to accomplish this tasking for NETC located in Pensacola, FL, at the contractor's facility, and various other locations.

It is anticipated that the RFP shall be issued sometime in February or March of 2023 with an award date sometime before October 2023. Services shall commence on 1 November 2023.

It is anticipated that the contract will include base ordering period of five years, one option ordering period of six months to be exercised in accordance with FAR 52.217-8. The RFP shall require submission of a cost proposal and a technical/non-cost proposal.

The applicable NAICS code is 611430.

This is an unrestricted acquisition; all responsible sources may submit a proposal that will be considered by the Navy. The RFP will require a Small Business Subcontracting Plan.

Offerers must be registered in the System Award Management (sam.gov) to be considered for the award.

It is anticipated that FAR Part 15 Contracts by Negotiation will be utilized. It is the intention of the Navy to issue this RFP through electronic means only. This RFP will be available upon issuance at http://www.neco.navy.mil.

The RFP number will be N00189-23-R-Z001.
