Description

NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to solicit and award a sole source contract under statutory authority 41 U.S.C. 1903 set forth in Federal Acquisition Regulation 6.302-1(a)(2)(ii) (A), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Naval Sea Systems Command Surface Warfare Center Carderock (NSSCSWCCD) intends to solicit and award a sole source contract for repairs to a GC60 Irradiator to be completed by Hopewell Designs, Inc. 5940 Gateway Drive, Alpheretta, GA 30004. A sole source Justification and Approval has been reviewed and approved by the Small Business Professional. This notice of intent is NOT a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Background
The Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Carderock Division (NSWCCD) is issuing a notice of intent to award a sole source contract to Hopewell Designs, Inc. for repairs to the GC60-100 Irradiator system. This action is justified under statutory authority 41 U.S.C. 1903, which allows for procurement from only one responsible source when no other supplies or services will satisfy agency requirements.

The goal of this contract is to restore the functional capability of the irradiator system critical for radiation detection and safety operations.

Work Details
The contract will involve several key tasks:
1. Immediate repair and restoration of the HDI GC60-100 irradiator system, which has experienced catastrophic failure of its air compressor, leading to inoperability due to fluid leaks into the chamber.
2. Replacement of the existing GC60-100 Gamma Irradiator housing.
3. Cleaning of existing radioactive sources and reinstallation into the cleaned irradiator.
4. Provision of a comprehensive suite of components and services including:
- Shielded enclosure
- Beam collimator
- Safety interlocks
- Video/camera monitors
- Air compressor
- Linear positioning system and track
- Laser alignment system
- Temperature/pressure monitor
- Engineer installation support
- Irradiator calibration
- Rabbit relocation
- NIST traceability
- Shipping of the new irradiator to NSWCCD and returning the old irradiator to HDI.

Period of Performance
The period of performance for this contract is six months from the date of award.

Place of Performance
The work will be performed at the Naval Surface Warfare Center Carderock Division located at 9500 MacArthur Boulevard, West Bethesda, MD 20817-5700.
