AMENDMENT 3: Amendment 3 of the RFQ has been attached to extend the quotation due date to Monday, 2 May 2022 at 10:00AM Pacific Daylight Time (PDT).

AMENDMENT 2: The purpose of Amendment 2 to the solicitation is to:
1) Update Attachment 1 - Performance Work Statement,
2) Update Attachment 2 - Basic Contract Exhibit Line Item (ELIN) Spreadsheet,
3) Post the Questions and Government Responses,
4) Remove FAR Clause 52.219-9, and
5) extend the quotation due date to Tuesday, 26 April 2022 at 10:00AM PDT.

AMENDMENT 1: Amendment 1 of the RFQ has been attached to extend the quotation due date to Friday, 22 April 2022 at 10:00AM Pacific Daylight Time (PDT). Please note, in the RFQ on page One (1), Section 8. "Offer Due Date/Local Time", the due date stated 10:00AM 19 April 2022. Local Time is Pacific Time. Therefore, the sam.gov posting quotation due date has been corrected to reflect the appropriate timezone of Pacific Time. An additional Amendment is forthcoming.

The Government is in the process of adjudicating the questions received in response to the RFQ and will provide an amendment to the RFQ once completed.

The United States Special Operations Command (USSOCOM), Naval Special Warfare (NSW) has a requirement for Resilience Program Services. This requirement is for non-personal services.
This acquisition will be conducted as Full and Open Competition using the authority of the simplified acquisition procedures for certain commercial items, as implemented by FAR 13.5. The North American Industry Classification System (NAICS) code for this effort is 624190, and the small business size standard is $12M. The Government intends to award a five year Indefinite Delivery Indefinite Quantity type contract issuing Firm Fixed Priced Task Orders.

Background
The United States Special Operations Command (USSOCOM), Naval Special Warfare (NSW) has a requirement for non-personal Resilience Program Services to promote psychological resilience among NSW active duty members (SEAL, SWCC, EOD, support, mobilized reserve, individual augmentees) and their families.
Naval Special Warfare Command (NSWC) requires the contractor to develop, implement, analyze, evaluate, and revise an evidence-based resilience program to mitigate stress and strengthen Warriors and their families across the NSW community.
This approach aligns with Department of Defense initiatives emphasizing a continuum of care—primary, secondary, and tertiary prevention—and leverages validated instruments such as the Response to Stressful Experiences Scale (RSES).
The acquisition will be conducted as full and open competition. The Government intends to award a five-year Indefinite Delivery, Indefinite Quantity contract issuing Firm-Fixed-Price Task Orders.

Work Details
1. Purpose: Provide contract services in support of an initiative to promote psychological resilience among NSW active duty members and their families through development, implementation, analysis, evaluation, and revision of an evidence-based resilience program.
2. Program Development: Design and deliver a full menu of resilience programs with emphasis on primary and secondary prevention, including educational awareness campaigns, health maintenance, trend analysis via existing Navy medical assessments, and aggregate data analysis by Team, Group, Community, Sub-Community, and demographics.
3. Retreats and Workshops: Plan, coordinate, and execute annual retreats (estimated 12) and workshops across multiple regions. Provide facilities, speakers, materials, labor, travel, meals, and lodging under Firm-Fixed-Price ELINs. Attendee lodging and meals under separate cost-only ELINs not to exceed JTR per diem rates.
4. Security Management: Provide security management support including safeguarding classified information and materials; obtaining, verifying, and indoctrinating personnel; controlling access to restricted areas; performing classified document control, inventories, program access requests, personnel agreements, and maintaining security databases. Ensure compliance with NSWC IT acceptable use policies and train personnel in cybersecurity instructions.
5. Privacy and Health Information: Comply with Privacy Act and HIPAA requirements for handling PII and PHI, including NIST SP 800-122 and 800-66. Assume responsibility for protecting such information and notify Government immediately of any incidents.
6. Markings and Limited Use of Data: Refrain from using NSWC name, personnel titles, trademarks, or trade secrets in publications, media, or advertising.
7. Travel: All travel expenses at Contractor’s expense; no Government-issued travel orders or discounted airfares.
8. Labor Reporting: Report all contractor and subcontractor labor hours annually by October 31 for each fiscal year.
9. Quality Control: Implement and maintain a Quality Control Plan to inspect, identify, correct, and prevent problems, address customer complaints, and improve service quality.
10. Quality Assurance: Government reserves the right to conduct inspections and surveillance through the Contracting Officer’s Representative (COR); issue Contract Discrepancy Reports and require corrective action.
11. Performance Objectives: PRS #1 Qualified and Trained Personnel, PRS #2 Quality Services, PRS #3 Administrative Tasks, each with defined standards, thresholds, and methods of surveillance (COR observation and customer feedback).

Period of Performance
The period of performance for the basic contract is from date of contract award through five years.
Individual Task Orders for retreats and workshops will specify their own performance periods.
Task Orders shall be issued unilaterally at least 60 days prior to a retreat start date and 30 days prior to a workshop start date, with shorter issuance timelines permitted by bilateral agreement.

Geographic regions established in Exhibit #1 include:
2 retreats in Coronado, CA
2 in Little Creek, VA
1 in Hawaii
1 in Stennis, MS
2 in Dam Neck, VA
Additional locations may be negotiated and added throughout the contract via bilateral modifications.

Bidder Requirements
Lead Planner must hold a SECRET security clearance at contract start.
All contractor personnel must be U.S. citizens.
Contractor must comply with applicable DoD, Department of Navy, USSOCOM, and NSW cybersecurity, Privacy Act, and HIPAA regulations and policies.
Contractor shall possess and maintain any required licenses and permits under Federal, State, and Local laws.
