Naval Special Warfare Command Combat and Tactical Leadership Instructional Support Services   3

Background
Naval Special Warfare Command (NSWC) has a requirement for Combat and Tactical Leadership Instructional Support Services. The acquisition will be conducted in accordance with Part 12 - Acquisition of Commercial Items and Subpart 13.5 - Simplified Acquisition Procedures. This acquisition will utilize a 100% small business set-aside. The Government intends to award a five-year Indefinite Delivery Indefinite Quantity (IDIQ) type contract, issuing Firm Fixed Price (FFP) Task Orders.

Work Details
The contractor is required to provide Combat and Tactical Leadership Instructional Support Services, including facilitating a two-day Tactical Leadership Development Course and a six-hour Combat Leadership Seminar. The contractor shall use a combat-leadership focused educational strategy that includes highly interactive case study methodology discussions and exercises to help students discern the strategic and operational realities, to enhance self-knowledge, facilitate sound strategic judgments, and take decisive action in complex, undefined, and ambiguous environments. The class sizes are estimated to be 15-30 students from NSW SEAL and/or Special Boat Teams.

Period of Performance
The contract has a period of performance of five years.

Place of Performance
Training shall be conducted in NSW facilities aboard Joint Expeditionary Base (JEB) Little Creek, VA, and Naval Amphibious Base (NAB), Coronado, CA. Additional locations may be incorporated at the task order level or added via contract modification on a to be negotiated basis.
