Description

The primary objective of this requirement is to provide services for Naval Safety and Environmental Training Center (NAVSAFENVTRACEN) Norfolk, Virginia with instruction for the safety, occupational health, and environmental and emergency response training courses. The contractor shall develop the Program of Study (POS) for the Navy's Above Ground / Underground Storage Tank (AST/UST) Safety Manager course and deliver approved course instruction to military and civilian students as required by the Naval Safety and Environmental Training Center (NAVSAFENVTRACEN). The contractor shall provide all required personnel, equipment, transportation supplies, tools, and materials and services as defined in this Performance Work Statement (PWS) except for those items specified as government furnished. The contractor shall perform to the standards in the PWS with the goal of producing a course graduate that satisfies the NAVSAFENVTRACEN's mission, and the learning objectives of the course outline contained in the PWS. Contractor personnel must ensure that curriculum design and course development efforts adhere to the American Council on Education (ACE) accreditation standards. Background
The Naval Safety and Environmental Training Center (NAVSAFENVTRACEN) in Norfolk, Virginia is seeking services to provide instruction for safety, occupational health, environmental, and emergency response training courses.

The primary objective of this requirement is to develop a Program of Study (POS) for the Navy’s Above Ground / Underground Storage Tank (AST/UST) Safety Manager course and deliver approved course instruction to military and civilian students.

The contractor must ensure that curriculum design adheres to the American Council on Education (ACE) accreditation standards.

Work Details
The contractor shall provide all required personnel, equipment, transportation supplies, tools, and materials as defined in the Performance Work Statement (PWS), except for items specified as government-furnished.

Key tasks include:
1. Conducting training as specified in the topical outline of the PWS.
2. Administering comprehensive knowledge tests via a learning management system with a minimum passing score of 75%.
3. Establishing and maintaining a Quality Control Plan (QCP) that includes an instructor evaluation system.
4. Maintaining high professional qualifications in instructional and technical areas.
5. Preparing personalized Lesson Topic Guides for assigned subjects.
6. Ensuring classroom readiness and orderly conditions post-instruction.
7. Providing remediation for students demonstrating academic problems.
8. Monitoring compliance with safety standards and procedures during training sessions.

Period of Performance
The anticipated period of performance is a 1-year base period from October 20, 2025, through October 19, 2026, with four (4) 12-month options extending through October 19, 2030.
