Description

The Government intends to negotiate an Firm, Fixed Price type contract to acquire supplies and third party logistics (3PL) support services required by Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) for Naval Radio Transmitter Facility (NRTF) Support Services at Grindavik, Iceland. This acquisition is for labor, material, and hardware as described in the Performance Work Statement (PWS) to provide Operation and Maintenance of the Low Frequency (LF) and Very Low Frequency (VLF) Fixed Submarine Broadcast System (FSBS) at Det. Grindavik, Iceland on a 24 hour day, seven days week, 365/366 days per year basis.

The resultant contract will contain a 1-month transition, an 11-month base performance period with provisions for four 12-month options, and an additional 6 months in accordance with FAR clause 52.217-8, Option to Extend Services. The contract is estimated to commence on 01 January 2026 for a transition period and on 01 February 2026 for full service start date.The requirement will be solicited as Other than Full and Open Competition under the authority of FAR 6.302-4, International agreement, and DFARS 206.302-4(c) on SAM.gov in accordance with FAR Part 12-Acquisition of Commercial Products and Commercial Services, and FAR Part 15-Contracting by Negotiation. A complete Request for Proposal (RFP) package is anticipated to be available on or after 12 August 2025. Once available, the RFP package can be downloaded from SAM.gov at website http://www.sam.gov. This office will no longer issue hard copy solicitations. By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.

Background
The Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) is issuing this contract to acquire supplies and third-party logistics (3PL) support services for the Naval Radio Transmitter Facility (NRTF) at Grindavik, Iceland.

Work Details
The contractor will be responsible for labor, material, and hardware as outlined in the Performance Work Statement (PWS). Key tasks include:
- Operation and Maintenance of the LF and VLF FSBS on a 24/7 basis.
- Activation and deactivation of transmitters.

- Supporting utility and emergency power systems.
- Retuning helix coils.
- Maintaining logs and records.

- Maintaining site cables, cross-connects, and cable records.
- Circuit configuration.
- Performing preventive and corrective maintenance on equipment.
- Facility maintenance including janitorial/housekeeping services.

Period of Performance
The contract will have a 1-month transition period starting from January 1, 2026, followed by an 11-month base performance period from February 1, 2026, to December 31, 2026. There are options for four additional 12-month periods extending through December 31, 2030.
