In addition to the synopsis, this announcement is to provide Draft Solicitation documents, the dates and information for the Site Visits and Pre-Proposal Conference, and to provide instruction on the submission of questions regarding the Draft Solicitation documents.

Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL has a requirement for Contractor Operation and Maintenance Services (COMS) and Contractor Instructor Services (CIS) in support of the Naval Air Technical Training Center (NATTC) customer. Performance is will take place at NATTC Pensacola, FL and the Center for Naval Aviation Technical Training Detachment (CNATTDET) at Joint Base McGuire/Dix/Lakehurst (JBMDL) Lakehurst, NJ. The center graduates approximately 15,000 Navy and Marine students yearly.

NAWCTSD anticipates competing this requirement as a small business set-aside utilizing the best value trade off source selection procedures of FAR part 15. The requirement is anticipated to be awarded as a Firm Fixed Price contract with a 78 month period of performance. The NAICS code for this effort will be 511430 and the PSC code will be J069.

The draft solicitation documents are available but are not being posted to PIEE or SAM.gov. Requests for draft solicitation documents should be made via email to the primary point of contact and copy the secondary points of contact.

This documentation is for information purposes only. This is not a request for proposals. It does not constitute a Solicitation and shall not be construed as a commitment by the Government. Any information submitted by respondents to this synopsis/draft is strictly voluntary. Responses in any form are not offers and the Government in under no obligation to award a contract as a result of this announcement.

Site Visits are scheduled for the week of May 23rd. The details will be provided with the draft documents as Attachment L-6.

Offerors may submit questions on the Draft documents by emailing the primary and secondary point of contacts. All question shall be submitted via the Solicitation QA form, Attachment L-1. Each question or comment should reference the applicable document, page number, and paragraph number. Do not include any proprietary information in your question, because the government may provide the question and answer to all potential offerors. The Government is not required to post questions received in response to the draft documents.

Draft Solicitation Questions, and any information provided, may be utilized by NAWCTSD to refine the solicitation documentation. The Final Solicitation, once published, will supersede all prior information.
