The Naval Air Warfare Center-Aircraft Division (NAWC-AD) anticipates a requirement for technical support services in support of the Atlantic Test Range (ATR), and the Atlantic Targets and Marine Operations (ATMO) Division (5.3.3) These support services for a Cost-Plus-Fixed-Fee "best value" contract will provide research and development, engineering, maintenance, operation, support of facilities, systems, and equipment in order to meet the engineering development and operational testing and fleet training missions. The period of performance for this procurement is a ten year period of performance. The PSC code associated with this procurement is AC14. At this time the release of the Final RFP is anticipated to be issued the week of 20 May 2019 via FedBizOpps. Questions will not be entertained at this time.

Attached is the DRAFT solicitation for the Naval Air Warfare Center Aircraft Divisions (NAWCAD) requirement for technical support services in support of the Atlantic Test Range (ATR), and the Atlantic Targets and Marine Operations (ATMO) Division (5.3.3). In an effort to ensure the requirements/instructions in the solicitation are clear and concise, the Government is providing the opportunity for industry to submit questions, feedback or comments related to the draft solicitation. Background
The Naval Air Warfare Center-Aircraft Division (NAWC-AD) anticipates a requirement for technical support services in support of the Atlantic Test Range (ATR), and the Atlantic Targets and Marine Operations (ATMO) Division. These support services for a Cost-Plus-Fixed-Fee 'best value' contract will provide research and development, engineering, maintenance, operation, support of facilities, systems, and equipment in order to meet the engineering development and operational testing and fleet training missions. The period of performance for this procurement is a ten year period of performance. The PSC code associated with this procurement is AC14.

Work Details
The technical support services will include tasks such as research and development, engineering, maintenance, operation, support of facilities, systems, and equipment to meet the engineering development and operational testing and fleet training missions. The contract will not include support at the division’s Key West facility.

The offeror should provide a comparative analysis between the Past Contract reference requirements and the RFP requirements for the future effort.

The tables ES-1, ES-2, CE-1, PP-1 are all in MS Excel format. Bidders can change column width in the MS Excel files.

The evaluators will be reading significant amounts of text in spreadsheet cells which has limited formatting capability.

Period of Performance
The period of performance for this procurement is a ten year period.

Place of Performance
The geographic locations where the contract will be performed include Maryland, Virginia, Florida, Mayport, FL; Pearl Harbor, HI; Atlantic Undersea Test and Evaluation Center (AUTEC), and countries with coastlines on the Mediterranean Sea.
