NAVAIR Mobile Facilities Procurement

Background
Naval Air Systems Command (NAVAIR) has a requirement to procure Mobile Facility (MF) containers in accordance with Government drawing package NAVAIR 1339AS and all related Convention for Safe Container (CSC) requirements.
NAVAIR seeks to procure MFs to support the testing and operation of various avionics gear by the Marine Corps in training and expeditionary scenarios. The MF is a mobile habitable shelter that measures eight (8) feet wide by 20 feet long by eight (8) feet high, designed for setup in complex austere expeditionary environments.

Work Details
The contractor shall manufacture and deliver Mobile Facilities (MFs) as per the following specifications:
- Build and test one (1) First Article Test (FAT) of each MF type: #1339AS500-1, 1339AS501-1, 1339AS700-1, 1339AS900-2, 1339AS1000-1, 1339AS1101-1, in accordance with NAVAIR 1339AS463.
- FAT testing includes specimen tests and completed MF testing.
- The contractor must identify part substitutions and provide technical information supporting these substitutions.
- Upon successful completion of FAT units, a release for production notice will be provided for units awarded throughout the contract's life.
- The MFs must be manufactured according to government drawing package NAVAIR 1339AS.
- The contractor is responsible for identifying parts obsolescence and notifying about drawing package integrity concerns prior to full production.

Applicable Documents include: Drawing package NAVAIR 1339AS with specific revisions for each type listed as follows: DL1339AS500 rev R, DL1339AS501 rev R, DL1339AS700 rev M, DL1339AS900-2 rev K, DL1339AS1000 rev E, DL1339AS1101 rev E.

Period of Performance
The period of performance is five (5) years. Completion of the FAT units is required within 210 Days After Contract award (DAC). Delivery of production units shall occur within 240 Days After Receipt of Order (ARO).

Place of Performance
The geographic location for manufacturing and testing will be at the contractor's location.
