The General Services Administration is requesting proposals from qualified natural gas suppliers to provide natural gas supply to Federal and Washington Metropolitan Area Transit Authority (WMATA) accounts located in the DC, MD and VA Washington Gas & Light (WGL) service territories. The Government's natural gas requirements are included in six pricing groups. The successful offeror(s) will supply all natural gas supply components for the accounts included in the pricing groups. Delivery start dates will vary by pricing group with the earliest being November 1, 2019 and the latest being June 1, 2020. Start dates for each pricing group are provided in the Exhibit 1 file. The contract term will be up to thirty-six (36) months. The approximate total annual natural gas requirement is 3,985,817 dths divided between the six pricing groups. The prices offered will apply to all accounts in each pricing group and those prices will remain fixed for the contract term. Multiple awards will be considered. The six pricing groups will request a firm fixed price that is available on a full and open competition basis. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest priced, technically acceptable offer for each pricing group. Supplier technical responses to the solicitation are due no later than 3:00 p.m. on September 18, 2019 via email to the Contracting Officer (see solicitation instructions). Pricing will be submitted in accordance with the solicitation on October 2, 2019 via an online reverse auction process outlined in the solicitation.
