Description

The Contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services necessary to provide natural gas, twenty four (24) hours a day, seven (7) days a week, to the Main Boiler Plant, Building 1600, at Naval Air Facility (NAF) Atsugi via a gas pipeline. The Contractor shall coordinate with General Gas Pipeline Service Provider (Tokyo Gas Network) and conduct periodic and emergency inspections on US Government-owned gas line from the NAF Atsugi property boundary to the Main Boiler Plant connection point listed above in accordance with Japanese Gas Business Act (Act No. 51 of March 31, 1954) and all other relevant laws.

NOTE: THIS PROJECT WILL BE PERFORMED IN ITS ENTIRETY IN THE COUNTRY OF JAPAN. THE SUCCESSFUL OFFER MUST BE LICENSED AND REGISTERED TO PERFORM THE SERVICE IN THE COUNTRY OF JAPAN.

A pre-proposal conference and site visit will be conducted at NAF Atsugi at 1000 hours on 10 Apr 2025 in Japan Standard Time (JST).

Background
This solicitation is for the supply of natural gas (city gas) issued by the 374th Contracting Squadron (374 CONS) at Naval Air Facility (NAF) Atsugi, Japan. The contract aims to ensure a continuous supply of natural gas to the Main Boiler Plant, Building 1600, operating 24 hours a day, seven days a week. The contractor must comply with Japanese laws, including the Japanese Gas Business Act, and coordinate with the General Gas Pipeline Service Provider (Tokyo Gas Network). The successful offeror must be licensed and registered to perform services in Japan.

Work Details
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to deliver natural gas via a gas pipeline to the Main Boiler Plant at NAF Atsugi. Key requirements include:
- Continuous supply of natural gas to Building 1600.
- Coordination with Tokyo Gas Network for inspections on the US Government-owned gas line from the property boundary to the connection point.
- Conduct periodic and emergency inspections as per relevant laws.
- The distance from the existing gas supply point at the property boundary to the Main Boiler Plant connection point is approximately 1,007 meters.
- Estimated Annual Consumption: 6,700,000 m3; Total Estimated Consumption: 33,500,000 m3 over five years. Maximum total amount is 37,500,000 m3 for the life of the contract.
