(DEVIATION 2025-O0003 and 2025-O0004) (Jan 2025) Deviation 2025-O0004 (Mar 2025), revise DFARS Clause 252.219-7010- Notification of Competition Limited to Eligible 8(a) Participants-Partnership Agreement (Oct 2019), section (e) from The Bluestone Environmental Group Inc. to SpecPro Professional Services LLC, remove (only provided rates in the highlighted) located in Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services before Clause(s) 52.212-1-Clause(s) 52.212-1, and provide answers to questions submitted. This is a non-personal services contract to provide onsite personnel for Natural and Cultural Resources Compliance. Services include implementing various cultural and natural resources management functions relating to collection, interpretation, recording, storage, dissemination, and reporting of resource data necessary to execute and sustain Installation Natural and Cultural Resources Program initiatives and responsibilities in order to meet the goals and objectives outlined within the ICRMP, the INRMP, and all applicable federal and state laws and regulations. The Contractor shall accomplish environmental compliance with natural and cultural resources regulations for Fort Campbell through implementation of annual work plans designed to meet regulatory compliance while ensuring no net loss of the training mission. Background
This contract is issued by the Directorate of Public Works (DPW) Environmental Division, which is responsible for providing post-wide environmental conservation, compliance, and pollution prevention services. The goal of this contract is to support Installation mission capability and readiness through the maintenance of environmental regulatory requirements and the promotion of sustainability stewardship.

The contractor will provide onsite personnel for Natural and Cultural Resources Compliance to meet the objectives outlined in various management plans and federal regulations.

Work Details
The contractor shall perform the following tasks:
1) Implement actions supporting the Integrated Natural Resources Management Plan (INRMP), Integrated Cultural Resources Management Plan (ICRMP), and National Environmental Policy Act (NEPA).
2) Provide administrative and technical services to Fort Campbell’s Cultural Resources Management Program to avoid, minimize, and mitigate adverse effects on historic properties due to military training, construction, and other activities in compliance with the National Historic Preservation Act (NHPA), Native American Graves Protection and Repatriation Act (NAGPRA), Archaeological Resources Protection Act (ARPA), and NEPA.
3) Provide technical biological services supporting endangered species, wetlands, game, and non-game management in compliance with the Endangered Species Act (ESA), Migratory Bird Treaty Act (MBTA), Clean Water Act (CWA), Sikes Act (SA), and various state and federal regulations.
4) Compile historical data, prepare required reports, and submit all information as specified by the Deliverables presented in the contract.
5) Ensure all work conforms to measurable performance standards of quality, timeliness, and quantity specified in the PWS.
6) Establish performance-based work requirements that emphasize innovation and commercial best practices.
