Description

The NATO Communications and Information Agency (NCIA) has issued a Request for Information (RFI) to identify qualified vendors and gather input on potential solutions to support the upcoming acquisition for a Commercial-Off-The-Shelf (COTS) Self-Service Reporting tool for Oracle e-Business Suite Releases 12.2.X and above.

This RFI is issued for planning purposes only. It is part of NCIA's effort to ensure it has a clear understanding of the marketplace, available capabilities, and potential acquisition strategies. NCIA values your insight and invites you to share relevant corporate capabilities and experience; review and comment on its draft requirements (Annexes A and B) with a view to providing recommendations for improving performance outcomes, competition, and efficiency; and identify any risks or concerns that should be considered during planning.

This RFI is issued solely for informational purposes and does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ), or Invitation for Bid (IFB).

Responses are to be submitted no later than 12:00 hours CET on 30 September 2025.

Do NOT submit your RFI responses to the Department of Commerce. Please submit your responses to the RFI Point of Contact, whose email is provided on page 5 of the RFI.

Any response to this RFI shall be provided on a cost-free voluntary basis. Not responding will not prejudice or cause the exclusion of companies from any future procurement that may arise from this RFI. Responses to this RFI, and any information provided within the context of this RFI, including but not limited to pricing, quantities, capabilities, functionalities, and requirements, will be considered as information only and will not constitute a commitment or obligation on the part of NCIA/NATO to enter any procurement process or make any purchase.

Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.

NCIA reserves the right, at any time, to cancel this RFI, partially or in its entirety. No legal liability on the part of NCIA for payment of any sort shall arise, and in no event will a cause of action lie with any prospective participant for the recovery of any costs incurred in connection with the preparation of documentation or participation in response hereto. The agency currently utilizes Oracle e-Business Suite to manage various internal processes, including Financial, Human Resources, Asset Management, and Acquisition.

Work Details
The NCIA seeks a self-service reporting tool that integrates with Oracle e-Business Suite and allows users to create reports without IT intervention. Key requirements include:
1. The tool must be an MS Excel add-in for real-time reporting without needing a data warehouse, connecting to all Oracle EBS modules while leveraging existing security settings.
2. Users should be able to build reports using SQL queries and Excel wizards, enabling autonomy in report creation.
3. Reports must refresh instantly on demand within Excel without external tools or manual downloads.
4. The tool should support standard Excel functionalities, including formulas, macros, dashboards, and charts.
