The NATO Communications and Information Agency (NCIA) has issued a Request for Information (RFI) regarding potential solutions to replace the Internet Protocol Television (IPTV) system on the Supreme Headquarters Allied Powers Europe (SHAPE) campus with a modern, state-of-the-art alternative. The proposed solution shall include digital signage capacities designed to operate on the NATO RESTRICTED local area network.

Please see the attachment, which includes instructions for responding to the RFI. RFI Stage 2 will include the full technical details for this RFI. Respondents are requested to sign the enclosed Non-Disclosure Undertaking (NDU) to be considered eligible for RFI Stage 2.

The NCIA reference for this RFI is RFI-06531-Stage-1, and all correspondence and submissions concerning this matter should reference this number.

Do NOT submit your RFI responses to the Department of Commerce. An email address for submitting your RFI responses is provided in the attachment.

Responses for RFI Stage 1, including the signed NDU, are due back to NCIA no later than 31 March 2025; 12:00 Brussels time.

Clarification requests for RFI Stage 1 can be submitted no later than 15 calendar days prior the RFI closing date.

Respondents are requested to await further instructions after their submissions and are requested not to contact directly any NCIA staff other than the POC identified in the RFI.

Any response to this RFI shall be provided on a voluntary basis. Not responding will not prejudice or cause the exclusion of companies from any future procurement that may arise from this RFI.

Responses to this RFI, and any information provided within the context of this survey, including but not limited to pricing, quantities, capabilities, functionalities, and requirements will be considered as information only and will not be construed as binding on NATO for any future acquisition.

NCIA is not liable for any expenses incurred by firms in conjunction with their responses to this RFI and this shall not be regarded as a commitment of any kind concerning future procurement of the items described

Background
The NATO Communications and Information Agency (NCIA) is seeking potential solutions to replace the existing Internet Protocol Television (IPTV) system on the Supreme Headquarters Allied Powers Europe (SHAPE) campus.

The goal is to implement a modern, state-of-the-art IPTV solution that includes digital signage capabilities, designed to function on the NATO RESTRICTED local area network.

Work Details
The contract entails acquiring and deploying a market-ready IPTV solution that integrates with satellite dishes and the SHAPE NATO RESTRICTED LAN.

The new system must support high-quality IPTV services scalable to at least 500 users and provide additional digital signage capabilities with controlled content management.

Key tasks include:
1. Operation & Maintenance (O&M): On-site support with required response times, routine maintenance, updates, and periodic security testing.
2. Contractor Owned – Contractor Operated (COCO): The supplier retains ownership of all equipment and provides services under a comprehensive yearly fee, which must cover:
- Installation of the new IPTV solution and associated digital signage capabilities.
- Accreditation/certification of the service for operation on SHAPE NATO RESTRICTED LAN.
- Supply and maintenance provisions for the service.
- Handover of associated satellite dishes.
- Comprehensive O&M services including technical support and training.
3. System Requirements:
- Integration with satellite dishes for signal reception and decoding.
- Encoding and streaming of satellite TV channels into an IPTV-ready format with support for multicast/unicast protocols.
- A centralized IPTV management system for managing channel line-ups, user access, and service configuration.
- Support for a minimum of 500 users on various devices including workstations, laptops, tablets, and standalone televisions with compatible set-top boxes or embedded functionality.
- Digital signage functionalities allowing content creation and broadcasting with controlled access rights for at least ten content managers.

Place of Performance
The contract will be performed on the SHAPE campus, with potential relocation to another building in line with real-estate transformations.
