NATO Joint Force Training Center (JFTC) in Bydgoszcz, Poland has issued a Request for Proposal (RFP) for the competitive selection of the lowest priced compliant bidder offering services for Scenario Development for Exercises Loyal Dolos 2025 and Loyal Leda 2026. The result of this bidding will be Firm Fixed Price Deliverables Contract.

The reference for the RFP is RFP-JFTC-19-24 and all correspondence regarding the RFP should include this reference.

To be eligible to participate in the bidding process, U.S. bidders must 1) have professional operations in the United States, 2) be legally authorized to operate a business in any of the NATO-member nations, and 3) have successfully performed three contracts within the last five years (2020-2024) substantially similar in scope to the requirement described in this solicitation.

In addition, contractor personnel providing services under the contract must be citizens of a NATO nation, have appropriate professional training and experience in a related field, and meet applicable criteria for a personal security clearance.

Detailed instructions regarding the preparation, submission, and evaluation of proposals are provided in the RFP. An editable document for your response is also attached.

Bid closing date: 31 January 2025, 13:00 hours, Central European Time.

Bidders must ensure that the electronic proposal has sufficient time to make its way through any filters or email traffic. No bids shall be accepted after this time and date.

Background
The NATO Joint Force Training Center (JFTC) located in Bydgoszcz, Poland, is issuing a Request for Proposal (RFP) for the competitive selection of a contractor to provide services for Scenario Development for Exercises Loyal Dolos 2025 and Loyal Leda 2026.

The purpose of this contract is to support NATO's training objectives by developing and sustaining exercise scenarios. The contract will be a Firm Fixed Price Deliverables Contract.

Work Details
The contractor will be responsible for the following tasks:
1. Development of scenario products and support for LODO25 (scenario modules 1-6 from LOLE25 to be used as a reference for the development of the LODO25 Scenario Modules 1-4).
2. Production of any required scenario documentation for LODO25 Scenario Modules 5-6 to meet exercise aims and objectives.
3. Development of scenario products and support for LOLE26, including modification/adaptation of existing products delivered by Joint Warfare Centre (JWC) for exercise STEADFAST DUEL 2025 (STDU25).
4. Ensure coordination with all stakeholders to meet requirements of the tasks described in this Statement of Work (SOW).
5. Participate in the execution phase of exercises, creating, refining, updating, or altering scenario products through collaborative processes based on direction and feedback.
6. Develop and produce scenario materials/information as required to support exercise aims and objectives, including strategic assessments, operational themes, and various military structures relevant to NATO operations.

Period of Performance
The base period of performance is scheduled from March 3, 2025, to December 31, 2025. An option period may extend from January 7, 2026, to March 31, 2026.

Place of Performance
The main location for service delivery is the Joint Force Training Centre located at ul. Szubinska 2, Bydgoszcz 85-312, Poland.
