The NATO Communications and Information Agency (NCI Agency) intends to issue an Invitation for Bid (IFB) for the procurement of CIS and Non-CIS support across 15 different geographical locations in Europe, to a range of deployable data centers built into modular transit cases or hardened communication shelters, also known as Deployable Communication and Information Systems (DCIS) together with L3 DCIS Subject Matter Expertise.

Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), 3) be issued a Declaration of Eligibility (DOE) by the Department of Commerce (DOC), and 4) register with the NCI Agency's eProcurement tool, Neo: https://www.ncia.nato.int/business/procurement/neo-eprocurement

In addition, contractor personnel will be required to work unescorted in Class II Security areas. Therefore, access can only be permitted to cleared individuals. Only companies maintaining the appropriate personnel clearances will be able to perform the resulting contract.

The NCI Agency intends to implement the ICB Procedure for Lowest Priced Technically Compliant evaluations. A single, firm-fixed price contract is planned for the entire scope of work.

The reference for the IFB is IFB-CO-424204-DCISL3 and all correspondence concerning the IFB should include this reference.

SUMMARY OF REQUIREMENTS

A Summary of Requirements (2 pages total) is attached. These requirements are being refined and will be included in further details as part of the IFB.

BECOMING ELIGIBLE TO BID

NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. Government must approve the U.S. firm for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis.

The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume or capability statement indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.

DOC is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the TEXT of your email:

the title and/or solicitation number of the project
- the name/phone/email of the company employee who should receive the bid documents

After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project. DOC will transmit the DOE to the NATO contracting agency.

Background
The NATO Communications and Information Agency (NCI Agency) is issuing an Invitation for Bid (IFB) for the procurement of Communication and Information Systems (CIS) and Non-CIS support across 15 geographical locations in Europe.

The goal of the contract is to provide deployable data centers built into modular transit cases or hardened communication shelters, known as Deployable Communication and Information Systems (DCIS), along with L3 DCIS Subject Matter Expertise. U.S. prime contractors must meet specific eligibility requirements to participate in NATO International Competitive Bidding (ICB).

Work Details
The contract encompasses two main work packages:

- Work Package 1 (WP1) involves providing CIS and non-CIS preventive maintenance to a variety of deployable Data Centers across 15 locations in Europe, including large, medium, and small systems.

- Work Package 2 (WP2) requires providing L3 DCIS Subject Matter Expertise at five specified locations, necessitating the expertise of network engineers, core services engineers, and security services engineers. The maintenance will include support for non-CIS equipment such as power generators and air-conditioning units, as well as CIS hardware and software/firmware.

Period of Performance
The anticipated Period of Performance is expected to start in Q3 2025 and end in Q4 2028, with the possibility of extending for two consecutive one-year periods until Q4 2030. The initial phase will transition from full NCIA support to contractor-supported service.

The contract will be performed across 15 different geographical locations in Europe including Wesel (DEU), Haderslev (DNK), Blandford – Stafford (GBR), Pleso (HRV), Grazzanise (ITA), Bucharest (ROU), Gorna Malina (BLG), Bydgoszcz (POL), Lipnik Nad Becvou (CZE), Ruzomberok (SVK), Vilnius (LTN), Szekesfehervar (HUN), Izmir (TUR), Brunssum (NDL), and Oeiras (PRT).
