NATO Joint Force Training Center (JFTC) in Bydgoszcz, Poland has issued a Simplified Acquisition Request for Proposal (SA RFP) for Air Response Cell Contractor Support to Exercise Loyal Lolos 2025. The result of this bidding will be Commercial Personnel Services Contract/s in accordance with the JFTC Special Terms and Conditions for Short Term Operational Personnel Services Contracts in Support of Training Events. This solicitation invites proposals for seven distinct positions/functions. Bidders may submit proposals for: 1) all seven positions (full bid), or 2) a subset of positions (partial bid).

Potential U.S. prime contractors must maintain a professionally active facility within the United States. In addition, contractor personnel performing services under the contract must be citizens of a NATO nation, have appropriate professional training and experience in a related field, and meet applicable criteria for a personal security clearance.

The reference for the SA RFP is SA-RFP-JFTC-1-25 and all correspondence regarding the SA RFP should include that reference.

BID DEADLINE

Bids shall be received at the JFTC Contracting Office, no later than 24 March 2024, 13:00 hours, Central European Time. No bids shall be accepted after this time and date.

BIDDING PROCEDURE

A Declaration of Eligibility is NOT required for this opportunity. Do NOT submit your proposal to the Department of Commerce. Please submit your proposal directly to JFTC using the contact information provided in the SA RFP.

Background
The NATO Joint Force Training Center (JFTC) in Bydgoszcz, Poland, is conducting a Simplified Acquisition Request for Proposal (SA RFP) for Air Response Cell Contractor Support to Exercise Loyal Lolos 2025.

The goal of this contract is to provide Commercial Personnel Services in accordance with the JFTC Special Terms and Conditions for Short Term Operational Personnel Services Contracts in Support of Training Events. This solicitation invites proposals for seven distinct positions/functions, allowing bidders to submit proposals for either all positions or a subset.

Work Details
The contractor will provide Subject Matter Experts (SMEs) for the Air Response Cell during Exercise Loyal Lolos 2025 (LODO25). The required SMEs include:
1) Air Current Operations SME,
2) Air Defensive Operations SME,
3) Air Offensive Operations SME,
4) Airspace Management SME,
5) Ground-Based Air Defense SME,
6) Air Intelligence SME, and
7) Integrated Command and Control Database SME.

The contractor must ensure that all tasks are fulfilled as outlined in the Statement of Work (SOW), which includes developing necessary products such as Air Tasking Orders and supporting the training audience during operations planning. The contractor is also responsible for maintaining the Integrated Command and Control Database and ensuring compliance with all requirements specified in the SOW.

Period of Performance
The contract will be performed between June 10-13, July 7-11, September 30-October 9, and November 27-December 11 in the year 2025. Each period corresponds to specific workshops and training events related to LODO25.

Place of Performance
The contract will be performed at the NATO Joint Force Training Center located in Bydgoszcz, Poland.
