Headquarters, Supreme Allied Commander Transformation (HQ SACT) has issued a Request for Proposal (RFP) to conduct a Future Operating Environment (FOE) analysis of the evolving characteristics of warfighting. The FOE analysis will identify the impact the future operational environment will have on NATO's transformation and development process.

Period of Performance: 24 July 2023 31 November 2023.

Background
Headquarters, Supreme Allied Commander Transformation (HQ SACT) has issued a Request for Proposal (RFP) to conduct a Future Operating Environment (FOE) analysis of the evolving characteristics of warfighting. The FOE analysis will identify the impact the future operational environment will have on NATO's transformation and development process.

Work Details
The Future Operating Environment (FOE) study will analyze the evolving characteristics of warfighting, including audience, battlespace, and warfare, in the next 20 years, identifying which are enduring and which are emerging.
The FOE will analyze what implications the future operational environment will have on NATO's transformation and development process. The contractor shall produce detailed reports assessing the evolving characteristics of the future operating environment, focusing on three elements: audience, battlespace, and warfare. Additionally, an impact analysis report should be provided to assess how the changing characteristics of the future operating environment will affect NATO's transformation and development process.

Period of Performance
The contract awarded shall be effective upon date of award with a period of performance from on or about 24 July 2023 to 31 November 2023.

Place of Performance
Place of Performance will be the Contractor’s facility. Necessary engagement may be done remotely. Travel is not required for this Statement of Work (SOW); coordination can be conducted completely remotely.
