This is a sole source notice of intent and is not a request for proposals or quotations. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not reimburse the respondent for any costs associated with preparing or submitting a response to this notice.

The Department of Defense Education Activity (DoDEA) hereby submits a notice of intent to award a sole source Firm-Fixed Price (FFP) contract pursuant to FAR 13.106-1(b)(1). The award is for a The award is for a 1-year base period and four 1-year options. The total estimated contract value is $7,429,817.12. Responses to this notice must demonstrate clear and convincing evidence that other vendors can meet the Government's need. See attached draftPerformance Work Statement (PWS) for more information.

Background
The Department of Defense Education Activity (DoDEA) intends to award a sole source Firm-Fixed Price (FFP) contract for the Nationally Recognized Assessments for Postsecondary Preparation.
This contract aims to ensure that educational assessments are accessible and meet the needs of all students, including those with disabilities.
The total estimated value of the contract is $7,429,817.12, covering a 1-year base period with four 1-year options.

Work Details
The contractor will be responsible for delivering services that include:
1. Ensuring compliance with Section 508 of the Rehabilitation Act, providing accessible information and communication technology (ICT).
2. Delivering products and services that conform to Revised 508 Standards.
3. Providing Optical Character Resolution (OCR) copies of print materials in various digital formats upon request.
4. Ensuring all resources are available throughout the contract duration, including support services and documentation that meet accessibility standards.
5. Conducting synchronous trainings and providing professional learning resources as outlined in the Performance Work Statement (PWS).
6. Maintaining a dedicated online resource site accessible 24/7/365, except during scheduled downtimes.
7. Providing technical support and ensuring data security through two-factor or multi-factor authentication.

Place of Performance
The performance will take place at various locations as determined by DoDEA, including potentially across different time zones in Europe and the Pacific.
