National Youth Challenge Program and the Department of Defense STARBASE Program

Background
The Washington Headquarters Services, Acquisition Directorate (WHS/AD) is issuing this solicitation for Training, Assistance, and Assessment Support Services for the National Guard Youth Challenge Program (NGYCP) and the Department of Defense STARBASE Program. The goal of this contract is to provide comprehensive support to enhance the effectiveness and efficiency of these programs, which aim to positively impact youth through educational initiatives.

Work Details
The Contractor shall perform a variety of tasks including:

- Conducting internal reviews to identify conflicts of interest;
- Managing travel arrangements with pre-approval from the Contracting Officer's Representative (COR);
- Providing training workshops for program directors;
- Conducting operational site visits to STARBASE sites;
- Maintaining the STARBASE Program website;
- Providing technical assistance for new DoD/DHS Commands starting a STARBASE Program; and
- Submitting monthly status reports detailing task support and progress.

Specific tasks include:
1. Conducting six 2-day engineering design training workshops for STARBASE teachers.
2. Performing a minimum of 30 operational site visits per year to assess compliance with DoD instructions.
3. Hosting and maintaining the STARBASE Program website with regular updates on educational resources.
4. Supporting outreach efforts by producing videos highlighting CMP programs.
5. Providing technical assistance in developing initial applications for new STARBASE Programs.

Period of Performance
The contract will have an 11-month base period starting June 27, 2025, with four additional 12-month option periods. A 30-day phase-in period will precede the base period, beginning May 28, 2025.

Place of Performance
The services will be performed primarily within the National Capital Region (NCR), which includes Washington D.C., parts of Maryland, and Virginia.
