Background
The National Weather Service (NWS), part of the National Oceanic and Atmospheric Administration (NOAA), is seeking proposals for the Commercial Data Program, specifically the National Mesonet Program. The goal of this contract is to enhance NWS's observational capabilities by acquiring meteorological, hydrological, and environmental data from non-federal networks. This initiative aims to improve weather forecasting and warning services.

Work Details
The contractor shall provide meteorological, hydrological, and environmental observing data from non-federal networks to support the Commercial Data Program as directed by individual Task Orders. Key tasks include: sourcing and acquiring observational data from various networks, ensuring quality control and integration of data into NWS systems, providing operational support including 24/7 data flows, and managing subcontractor relationships for data acquisition.

Additional deliverables include quarterly status reports on progress towards fulfilling performance requirements and notifications of system outages affecting data availability.

Period of Performance
The contract will have a five-year ordering period during which individual task orders will be issued as needed.

Place of Performance
The contract will be performed at locations specified in individual task orders, primarily involving non-federal networks across the United States.
