The U.S. Forest Service (FS) has engaged in the suppression of wildland fires for many years using tractor/trailers to transport freight from interagency incident caches to support the firefighting effort at wildland fire incidents.
The typical scope of cache freight services is performed utilizing contracted tractors to transport Government trailers or contracted trailers to haul freight (supplies and equipment) from interagency incident caches to incidents that may be located in remote locations. The environment varies from forest to rangeland, and roads may be forest roads including unimproved gravel or dirt roads.

The intent of this solicitation is to provide for exclusive use commercially available freight services, for the delivery of supplies and equipment for all hazardous emergency, fire and pre-suppression activities, at various locations in the Continental United States and Alaska as directed by the National Interagency Incident Support Caches. Delivery and pickup may be on unpaved Federal, State or County roads to remote locations. Pricing/Terms for subsequent years will be requested annually through an updated solicitation posted to sam.gov. The effective period of the resultant Blanket Purchase Agreements (BPAs) will be from date of award through December 31, 2026 with annual reviews occurring in December of each year.

Work Details
Contractors are required to provide transportation services using tractor/trailers to haul freight from interagency incident caches to remote wildland fire incidents.

Tasks include furnishing tractors with trailers and drivers within 2 hours of order placement, maintaining a 24/7 communication system, ensuring trailers are clean and in good condition, providing semi-tractor and enclosed box trailer combinations for transportation services, interstate transport excluding Hawaii, and offering detention rates for delays exceeding 2 hours.

Contractors must have hazmat-qualified drivers when requested and may preposition trailers at fire caches during active fire seasons.

Period of Performance

Place of Performance
Services will be performed at various locations including Missoula, Montana; Prescott, Arizona; Silver City, New Mexico; Redding, California; Ontario, California; Redmond, Oregon; East Wenatchee, Washington; La Grande, Oregon; and London, Kentucky.
