National Standards for the Physical Inspection of Real Estate (NSPIRE) inspection program.

Background
The Department of Housing and Urban Development (HUD), specifically the Office of Chief Information Office (OCIO), is seeking contractor support to perform Development Modernization Enhancement (DME) work aimed at stabilizing, modernizing, and operationally sustaining the National Standards for the Physical Inspection of Real Estate (NSPIRE) inspection program.

This initiative is intended to replace fragmented, manual processes with a scalable and secure digital ecosystem that supports real-time data access, automation, and consistent outcomes. The project will address the needs of various stakeholders including Public Indian Housing (PIH), Federal Housing Administration (FHA), and Public Housing Authorities (PHAs).

Work Details
The contractor will be responsible for:
1. Performing DME work to stabilize and modernize the NSPIRE inspection program.
2. Reviewing business and technical needs to develop reports that meet both internal HUD requirements and those of external customers such as PHAs.
3. Implementing a highly customizable commercial off-the-shelf (COTS) inspection software or XaaS platform that supports the NSPIRE inspection process and lifecycle.
4. Ensuring that the solution stabilizes inspection operations, prevents data loss, supports scalable field inspections with offline capabilities, and replaces manual workflows with automated processes.
