National Road Network Product Specifications Development

Background
The Federal Highway Administration (FHWA) is conducting a market survey to identify potential sources for an anticipated contract or cooperative agreement for National Road Network Product Specifications Development. This initiative aims to support the establishment and implementation of the FHWA Office of Highway Policy Information. The goal is to develop a national spatial network of all roads with a consistent data standard that ensures connectivity at both intrastate and interstate levels.

The FHWA is currently collaborating with ten pilot States to address challenges in creating this national network, following Congressional appropriations aimed at developing a national-level geo-spatial dataset.

Work Details
The contract's objective is to define a product specification and data structure representing the National Road Network (NRN). Key tasks include:

1) Meetings & Coordination: Facilitation of meetings via Microsoft Teams, documentation of meeting notes, participation in a kick-off meeting, and monthly reporting on activities.

2) NRN Specification Requirements Documentation: Review and documentation of business stakeholder requirements regarding the NRN's scope, extent, representation, measures, connectivity, referencing, updates, and purpose. The NRN will serve as an analysis and planning network supporting various transportation-related functions such as safety analysis, emergency planning, asset management, and freight movement.

Place of Performance
The work will be performed primarily through virtual meetings; however, it pertains to all public roads across the United States, including territories and the District of Columbia.
