(a) The United States Forest Service (USFS) Fire and Aviation Management (FAM) has a
requirement to staff one or more agency owned or leased aircraft with contract pilots during the
calendar year. Indefinite Delivery Indefinite Quantity (IDIQs) will be issued for this requirement.
Pilot services will be used for multiple missions including initial attack of wildland fires, large fire
support, mission pilot and flight crew training, administrative flights, and other missions as
deemed necessary by the USFS.

(b) Pilots required to staff CLINs must have been previously qualified in the respective mission
(within the past 3 years) and have 100 hours PIC time in fixed-wing airplanes during the
preceding 12 months.

(c) Pilots will be fully trained to mission currency and proficiency in accordance with USFS
approved training curricula (to include formal check rides) prior to assignment under an aircraft
staffing, Contract Line Item Number (CLIN) and task order. Each pilot will undergo an
Equipment or Mission Verification Check Flight and Examination by the USFS and/or its
delegates. Pilot initial and recurrent training will be directed by the WO Pilot Standardization
Branch.

(d) The contractor shall provide full time company employees (FTE) to satisfy task orders. All
pilots must be authorized by the Contracting Officer, Pilot Standardization and the Program
Area. The contractor shall plan for travel to locations as determined by the Forest Service.

(e) The contract company may use government furnished mission aircraft for pilot training and
currency in preparation for Equipment or Mission Verification Check Flights and Examinations
by the USFS. The use of government mission aircraft will be in accordance with an approved
Pilot Currency/Development and Training Plan. The government will pay the fixed rate identified
in the Mission Aircraft Pilot Training/Proficiency Rate CLIN and the contractor shall reimburse
the government for the flight rate and actual fuel costs of the mission aircraft for all flights
associated with these CLINs. All costs associated with pilot currency during a mission CLIN
guarantee period will be reimbursed at the mission rate and aircraft costs will be the
responsibility of the government.

(f) The government may activate contract pilots to perform mission instruction/evaluation for
government pilots when needed in accordance with agency approved mission training.

(g) The intent of this solicitation is to award multiple Firm-Fixed-Price (FFP), Indefinite-Delivery,
Indefinite-Quantity (IDIQ) contracts for pilot services, each with a one-year Base period and four
one-year Options. The annual contract guaranteed minimum will be based on a contractor
provided and government approved Pilot Currency/Development and Training Plan for each
approved CLIN using the applicable Mission Aircraft Pilot Training Fixed Rate.

incorporated into any awarded contract.
