National Oceanic and Atmospheric Administration (NOAA) Geostationary Ground Sustainment Services (GGSS) Request for Proposal (RFP)

response to this solicitation as well as the changes to the RFP, as a result of the responses.

The National Oceanic and Atmospheric Administration (NOAA), Acquisitions and Grants Office (AGO) is requesting proposals to award a single-award Indefinite-Delivery, Indefinite-Quantity Contract for Geostationary Ground Sustainment Services (GGSS) to extend the life of NOAA's latest generation of Geostationary Operational Environmental Satellite R Series (GOES-R) Ground System (GS). The sustainment for the GOES-R GS will improve its capabilities, reliability and robustness; leverage technology advancements; and/or reduce life-cycle costs. Individual supplies and service requirements under the subject contract shall be further defined at the task order level.

The contemplated period of performance is a 5-year ordering period with various periods of performance at the Task Order Level. Proposals submitted in response to this solicitation shall be due no later than 3:00 pm Eastern Time on July 11, 2022. Potential offerors are reminded that all communications pertaining to this procurement shall be directed only to the Contracting Officer now that the solicitation has been released.

Proposal preparation costs associated with this solicitation will be completely at offeror's expense and will not be reimbursed by the Government. In addition, the Contracting Officer (CO) is the only individual who can legally obligate the Government to the expenditure of appropriated funds in connection with this procurement.
