Background
The National Institute of Mental Health (NIMH) intends to solicit proposals from qualified businesses to establish a National NeuroHIV Tissue Consortium (NNTC) as a critical resource for catalyzing high priority research in NeuroHIV. The NNTC shall collect, store, and provide clinical data and well characterized biological specimens, including post-mortem tissue from study volunteers and/or organ donors with HIV as well as HIV-negative controls. It is anticipated that multiple contract clinical sites will be established from the solicitation.

Work Details
The purpose of this contract is to establish a National NeuroHIV Tissue Consortium (NNTC) as a critical resource for catalyzing high priority research in NeuroHIV. The NNTC Clinical Sites will function as part of the NNTC, a national resource that provides clinical data and biological specimens to NeuroHIV investigators interested in conducting research on Human Immunodeficiency Virus (HIV) associated CNS co-morbidities in the context of anti-retroviral therapy (ART), as well as investigators who are advancing efforts toward a cure for HIV. The NNTC Clinical Sites shall collect antemortem neuromedical and neuropsychiatric clinical data from volunteers who are both living with HIV and are HIV negative, and who have indicated a willingness to participate in organ donation. The NNTC Clinical Sites are responsible for the recruitment, clinical assessment and follow-up of the late-stage NNTC cohort; and collection, maintenance and distribution of specimen resources.

Period of Performance
NIMH expects to award multiple cost reimbursement, term (level of effort) type contracts with a one (1) year base period, 4 12-month option years, and option quantities. The total contract duration shall not exceed five (5) years.
