Background
The USDA Forest Service requires Mobile Shower Facility Unit (MSFU) services at various field locations during wildland fire, prescribed burn, all hazard, and other types of incidents throughout the contiguous western United States. The total quantities purchased from 2019 through 2021 was approximately $28,126,303 for all MSFUs ordered through the National Interagency Coordination Center (NICC). The incident average duration was 18 days. On average each Contractor received 6 total dispatches per year.

Work Details
The MSFU is required to provide clean, sanitary, and properly maintained shower units that meet contract specifications at all times, sufficient supplies such as towels and soap for incident personnel use, sufficient potable hot and cold water needed to take safe, comfortable showers, timely arrival, set-up, and hours of operation that accommodate all of the incident personnel needs, and knowledgeable, trained and dependable MSFU Managers and personnel on site at all times.

The MSFUs are to include all equipment, labor, supervision, materials, supplies, equipment set up and take down, transport and maintenance to accomplish the full scope of the work defined in the solicitation. Contractor responsibilities include providing privacy inside the shower unit from outside viewing; segregated separate showering areas for men and women; nonporous surfaces for easy cleaning; non-skid surfaces on floors; phosphate free liquid soap and paper bath and hand towels; hot water up to 110°F with adjustable temperatures at each showerhead; adequate outside lighting at the shower entrance; enclosed storage capacity of gray water and potable water; garbage cans with bio-based liners; an outside waiting area with seating capacity; built-in heating and ventilation fan(s); sufficient drainage to prevent puddling of water in shower stalls.

Period of Performance
The period of performance for the contract is from January 1, 2024 to December 31, 2028. Additionally, there are option line items for delivery in subsequent years: Delivery by December 31st of each year from 2024 to 2028 with corresponding periods of performance from January 1st to December 31st of each year.
