Background
The National Light Fixed Wing Multiple Award Task Order Contract Reopener is issued by the USDA Forest Service, aimed at obtaining fixed-wing aircraft operated by qualified personnel for the administration and protection of public lands. The contract supports various missions including fire management, resource monitoring, law enforcement, and administrative flights. The government collaborates with federal and state agencies as well as private landholders for these operations.

Work Details
The contractor will provide fixed-wing aircraft capable of performing special use missions which include:
1. Aerial supervision and incident awareness for complex incidents in wildland and urban interfaces.
2. Resource reconnaissance flights to monitor conditions in project areas.
3. Law enforcement support flights, requiring written agreement if performed.
4. Point-to-point administrative flights as needed.
5. Daily coverage may be required during the performance period, with aircraft available seven days a week.
6. Aircraft must meet specific performance requirements including power loading limits, airworthiness standards, and operational capabilities for various mission profiles.

Period of Performance
The contract period of performance is from January 1, 2027, to December 31, 2033, with two option periods: the first from January 1, 2027, to December 31, 2029, and the second from January 1, 2030, to December 31, 2033.

Place of Performance
The contract will be performed primarily in locations designated by the USDA Forest Service across various public lands.

Bidder Requirements
Bidders must demonstrate compliance with FAA regulations and possess appropriate certifications for their aircraft. Key personnel must have qualifications specific to aviation operations including pilot certifications for fixed-wing aircraft and experience in mission-specific operations such as reconnaissance and law enforcement support.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent and/or closely related prior contract under the USDA Forest Service’s “2022 National Air Attack, Light Fixed Wing ATGS base and 4 option years,” with multiple confirmed awardees including Ponderosa Aviation ($21,562,985, 03/30/22–03/31/27), Gold Aero ($10,699,960, 03/30/22–03/31/27), and Elkhorn Aviation (e.g., $4,814,318). The prior awards describe providing national light fixed-wing services from ATGS bases across locations that align with the current requirement for fixed-wing aircraft to support fire management and other special use missions (e.g., resource reconnaissance and administrative flights) with ongoing availability. The current “reopener” language and the continuation of national light fixed-wing services under a multiple award task order structure suggest the work is a direct follow-on to the existing ATGS light fixed-wing fleet coverage.
