Description

This is not a solicitation announcement. This is a sources sought synopsis only seeking responses from Small Businesses. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (i.e., HUBZone 8(a), 8(a), HUBZone, Service-Disabled Veteran-owned, Veteran-Owned, and Small Disadvantaged Business) relative to this 541690 NAICS Code. Teaming is encouraged. Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources only.

After review of the responses to this sources sought announcement a solicitation announcement may be published in SAM.gov at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the questions listed below. In addition, please provide a capability statement addressing your organization's ability to perform as a prime contractor the work described below.

Project Title: National Laboratory Certification Program (NLCP)

Background:

The Center for Substance Abuse Prevention, Substance Abuse and Mental Health Services Administration, Department of Health and Human Services contemplates awarding a one-year cost reimbursement contract with three option years. The Substance Abuse and Mental Health Services Administration's (SAMHSA) Center for Substance Abuse Prevention (CSAP) is interested in highly experienced organizations able to maintain the National Laboratory Certification program. The National Laboratory Certification Program (NLCP) is the scientific and forensic laboratory certification program specified in the Mandatory Guidelines for Federal Workplace Drug Testing Program: Final Rule, Federal Register, 82 FR 7920 2017) October 1, 2017. The NLCP ensures those drugs testing results reported by laboratories for Federal agencies and for industries regulated by the Department of Transportation and the Nuclear Regulatory Commission are scientifically and legally supportable. There are 24 certified laboratories currently participating in the NLCP. This contract will provide the technical evaluations and reports CSAP/SAMHSA requires to ensure complete oversight of the NLCP. The contractor will be required to prepare performance testing samples, technical evaluations of the results on the performance testing samples, maintain a semi-annual laboratory inspection program, prepare technical reports, and conduct various administrative tasks. In addition, the contractor will develop and present inspector training, develop special reports, and conduct special projects related to testing biological specimens such as oral fluid, sweat, and hair for workplace drug testing. The NLCP is a cost recovery program. The contractor collects various fees from participants to offset the costs associated with applying and maintaining certification.

Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Page limit: Maximum 11 pages (font size 10 or larger). A copy of the company capability statement will also be accepted. Responses are due on February 2, 2022. The anticipated period of performance is one year with three one year option periods. After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published in Sam.gov.

Work Details
The contractor will be responsible for maintaining the National Laboratory Certification program by preparing performance testing samples, conducting technical evaluations, maintaining a semi-annual laboratory inspection program, preparing technical reports, conducting various administrative tasks, developing and presenting inspector training, developing special reports, and conducting special projects related to testing biological specimens such as oral fluid, sweat, and hair for workplace drug testing. Additionally, the contractor will need to provide technical assistance in various formats and media including site visits, training, telephone and teleconferences, presentations, email, meetings, workshops, and conferences. They must also demonstrate staff capability regarding formal academic training and relevant experience to perform the work referenced in the project description.

The anticipated period of performance is one year with three one-year option periods.
