Description

The National Institutes of Health (NIH) intends to acquire a wide range of Business and Professional Support Services for Financial Analysis, Business Solutions, and Acquisition Lifecycle Support; Business Process Improvement and Organizational Assessment; Communication and Training; Program Planning and Management Services; Policy Development, Implementation, and Administration; System Integration; and Centers of Excellence Support Services.

The contractor, acting as an independent contractor and not as an agent of the government, shall furnish all materials, personnel, facilities, support, and management necessary to meet the requirements in accordance with the Statement of Work. The contract type is an Indefinite Delivery/ Indefinite Quantity (IDIQ) task order contract utilizing Fixed Price(FP), Labor Hour, and Time and Materials (T&M) type task orders in accordance with FAR 16.504. This contract will be used primarily by NIH, but may also be used by other portions of DHHS and other Federal agencies.

Background
The National Institutes of Health (NIH) intends to acquire a wide range of Business and Professional Support Services including:
- Financial Analysis, Business Solutions, and Acquisition Lifecycle Support
- Business Process Improvement and Organizational Assessment
- Communication and Training
- Program Planning and Management Services
- Policy Development, Implementation, and Administration
- System Integration
- Centers of Excellence Support Services.

The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) task order contract utilizing Fixed Price, Labor Hour, and Time & Materials type task orders. This vehicle will be used primarily by NIH but may also be used by other portions of the Department of Health and Human Services and other Federal agencies.

Work Details
The contractor shall furnish all materials, personnel, facilities, support, and management necessary to meet the requirements of the Statement of Work.

Task areas include:
- Financial Analysis, Business Solutions, and Acquisition Lifecycle Support
- Business Process Improvement and Organizational Assessment
- Communication and Training support
- Program Planning and Management Services, including program management, project control, and contract administration with cost, schedule, and quality tracking and reporting to the Contracting Officer's Representative (COR)
- Policy Development, Implementation, and Administration
- System Integration
- Centers of Excellence Support Services

The contractor shall possess knowledge and experience in:
- Supply and property inventory policies and supply management
- Property cataloging processes and data
- Financial accounting policies and financial tracking systems
- SharePoint, SharePoint Designer, Visio, SPSS, and SAS
- Design, development, and deployment of dashboards and related tools
- Succession program management, workforce planning, and development
- Instructional design, training management, and facilitation
- Business process improvement methodologies and organizational diagnosis and intervention techniques
- Human resources modeling, forecasting, needs analysis, and succession planning

The contractor shall provide a Program Manager responsible for overall performance objectives, contract deliverables, and quality control. The Program Manager will oversee placement of qualified personnel. The Program Manager or designee shall meet weekly with the Contracting Officer's Representative (COR) to record and forward risks, issues, decisions, and action items. They will attend planning meetings, teleconferences, and forums. They will prepare agendas, minutes, briefings, and other documents. They will design, develop, and deploy dashboards. They will maintain and update task project schedules in a COR-specified database. They will prepare monthly status reports documenting progress and problem resolution.

Period of Performance
January 14, 2021 through January 14, 2022, with additional option periods available as defined in the contract.

Bethesda, Maryland (National Institutes of Health facilities)

Bidder Requirements
Small Business Set Aside - Partial (SBP).

The contractor must propose a Program Manager with either a college degree and at least five years of relevant experience or a high school diploma and ten years of relevant experience in program management (staffing, budgeting, scheduling, client interaction).

The contractor shall demonstrate experience in:
- Supply management and inventory policies
- Financial accounting and tracking systems
- Property cataloging processes and data
- SharePoint and analytics tools (Visio, SPSS, SAS)
